Research On Chinese Harmonious Ethnic Relations

From the ancient times, China has been a country of Multi-nationalities. The ethnic relations holds an important status. The strategic mission of constructing harmonious society was proposed in Party's 16 sessions of Fourth plenary session. Developing the harmonious ethnic relation is the important factor of the construction of the socialism harmonious society and is supposed to have righteousness. This article defined the harmonious society, analyzed the actual problems existing during the developing process of our harmonious society, and proposed the corresponding countermeasure. This article is decided into three parts.Part I is a concrete explanation of a harmonious society. The harmonious ethic relations are relations refer respect, the equal friendly affection, and the harmonious ethnic relations mutually. The harmonious relations have the following characteristic: firstly, we should respect the democratic rights of various nationalities. Secondly, guarantee the equality of various nationalities. Thirdly, respect the multiplicity and the difference of various nationalities. Fourthly, advocate solving the contradiction and the dispute between various nationalities with the aim of law. Chinese deep inside culture is the origin of the creation of harmonious society. In the broad and profound Chinese culture, Confucianist culture is the key representative which essence is to pursue the harmony philosophy ideal. The formidable assimilatory power of the Confucanist, especially the"Golden Mean".The formidable assimilatory power of Confucianism, especially the"Golden Mean"made the minorities accept it more or less, during different periods of times, promote the multicultural confusion, caused carious nationalities to step on to the harmony, the unity and path of unification in the Confucianism culture foundations. The Marx national theory is the base of build a harmonious society. Famous writers'such as Marks, Engels, Lenin, Stalin elaboration about the ethnic relations guides us to solve our problems and coordinate ethnic relations. The construction of a harmonious society is of big importance.The second part,it analyse the obstacle which exist in the harmonious ethnic relations.first,the disparity of the economic society between the western multi-national area and the eastern developed area is ristricking the development of the ethnic relations'harmony strickly. Since the open and reform policy,the economic in our eastern area has developed rapidly,but as a result of the historical and reality influence,the speed of the development in the western multi-national area is slower ,the disparity is enlarged between the west and the east fot years.it has restricted the true realization of the national equality,affected the centripetal force of the chinese nation and the stability in the multi-national area. Second, the problem of the regional autonomy for nationalities. On the one hand the autonomy is outflowed. In the pratice,as the secondary political institution, the self-government is just the implements of the central committee and higher authority's stipulation layer upon layer. In longitudinal it suffers the limit of the higher authority state agency.in the crosswise ,the actural existed system of the party committee decision-making,the execution by the government,the supervision to the national people's congress has affected the authority right by law and the constitution carry out by the autonomous place of the self-government. Then it is unable to display the function of the regional autonomy for nationalities completely. On the other hand,the national laws and regulations is not perfect.it shows that the system of the national laws and regulation is not stable,the legislation quality is good,the operation is not strong,in some place and departments the consciousness of nationality law is light,the execution of the national laws and regulation and the surveillance is insufficient .if the weakness in the construction of the national legislative work can not be solved for a long time,it will affect the adjustment of the ethnic relations,even though affect the harmony of the whole society. Third,the influence of the international problem to our ethnic relations is serious,the spread od the world nationality separationism movement,the serious influence by the international anti-chinese to our domestic affairs,not only did the boundaries outside the racial segregation collude with these problem to destory our national ethnic unity,but also constitude the hidden danger to our national security. Forth,the tendency of extreme nationalism is another factor which affect our national relation,it is the corrosive which will destory the unity and damage the harmony,not only can not it give the true benefit to the national unity,but also will harm the national interest. Fifth, the influence of religion,religious and national minority's relation is extremely closed, and the religious and national problem always twined,if it make any slightest carelessness in handling the religious problem,it will more to harm the national emotion than to stimulate the worshippers'religious feeling, affects the national unity,causes the national diepute,even induces the social problem.The third part proposed the corresponding in response to the above the problems. Firstly,through improving the basic conditions of economical development in multi-national areas,to implement the favorite policies of moderate incline to the multi-national areas. Try to lead a coordinate road of comprehensively the sustainable development,strengthen the development of human resources in multi-national areas, strengthen the cooperations and mutual benefits of different nations,implement the social counterpart support,and the interactive advances together to improve the economical developments of multi-nations,and try to narrow the gaps of different regions.secondly,we should try to go further steps to stick to and improve the regional autonomy for nationalities system: 1.consummate the autonomies,which including:the consummation of the content of autonomy and wiping out the interferons to autonomy from legal systems.2.perfect the national legal systems. We should work out new laws which are suitable to the situation development requests,according to the requirements of economical and social development in multi-nations,we must speed up the constructions of necessary laws and regulation about"Laws on Regional National Autonomy"and we must revise and fill up the existing laws and regulations that are not able to suit to the news times in time 3.Enlarde national law enforcement and surveillance dynamic establish national law examination serveillance system,carry on the serveillance,the examination,the adjustment,the controls and correct the errors of the implement of the national laws. At the same time,we should also make sure the safeguard regulations of the realization of the national minority's rights and interests. Carry on the investigation,the examinations,the correction and punishment towards the behaviors that offend the national propaganda and teaches towards the national legal laws. Intensify people's conciousness of national legal laws. And then thirdly, to strengthen the constructions of national minority's cadre troop. We must know the significance of raising and selecting national minority cadres from the strategic stratification plane. And we should expend national minority cadre originates, expend the channel of cadre selecting,think highly of the improvement of their qualities. Forthly,set up the correct national views,carry out the Marxism nationality view education thoroughly,build the solid thought foundation for the development of harmonious ethnic relations. Establish and grasp the thought of"three non-leave"reliably ,and oppose the wrong nationalism tendencies. Fifthly,positively resist the external attacks and the influences which are not good. Strengthen the diplomacy of national minority furtherly,impel our country's natioanl cultures to move towards the world. Highly onguard against and positively deal with the enemy's schemes of using the national and religious problems to"westernize"and"differentrate"our country.maintain firmly the unity of our nation and the unification of various countries. Sixthly,deal with the national and religious problems proptrly. Implement the party's regilious policy correctly and completely,legally manage the religious business,guide the regilious and the socialist society to adapt to each other positively, and stick to manage onself independently principles.
