The Mckinsey's 7S managing mode refers to a mode to understand and improve an organization. The theory holds that in an organization, there are 7 variables, namely, Strategy, System, Structure, Staff, Shared Values, Skill and Style. The first three S is hard S, and the latter four is soft S. The shared value places in the center. The reformation of government organization should centers on the refonnation of shared value that sustains the reformation of other variables. The three hard S is the core variables in an organization. When any core variable changes, other variables change too and need to be integrated. Generally speaking, when GPR, System and Strategy change, the other four S have to reengineer, so as to be integrated with the three S, to form a complete, systematic and harmonious integrity, so that the GPR would be successful.Mckinsey's 7S managing mode has the characteristics' of forwarding, system, flexibility and science. It is convenient for people to take it as a means to construct scientific and whole organization, to analyze and diagnose organization's process. These merits are the fundamental requirement for its application to GPR. Though the possibility analysis of Mckinsey's 7S managing mode in GPR, it proves the rationality and scientificality of this theory. Basing on these facts, the argumentation on GPR of Mckinsey's 7S managing mode is unfolded.Government Process Reengineering (GPR) is a reforming progress, during which the theories and practices of Business Process reengineering (BPR) in enterprises are put into government reformations; which centers on public requirements, is lead by customers and by means of technology innovations, makes thorough rearrangement to the existed organization of government branches, in order to adapt to the ever-changing external environment in the age of globalization, elevate public satisfaction, the performance of government branches, and finally the perfect reforming process of government process.GPR's theories and methods originate from enterprise's BRP, but differ from it in nature. GPR has its unique characteristics, namely: commonality, university of public needs, multi-variety, instability in recreating environment and complexity in recreating process. Further more, their aims are different. Though the two both contribute to realization of organization strategy, elevation of organization performance, while GPR emphasizes more on its grand aim--- the construction of seamless government. GPR and BPR should both persist the performance principles, moreover, GPR focuses more on public interests, consequently, it has to abide by the principle of Supreme public interests.GPR is a long-term, complex and dynamic process. From the practices in our country, GPR in local governments are confined in transplantation on technological layer, and lacks of necessary integration and optimization. It is the universal problem existing in GPR. Therefore, a scientific analyzing means is needed to integrate GPR, and 7-S Framework (Mckinsey '7S managing mode) can effectively conduct the leaders to integrate their organizations. As a result, we put forward the concept of Mckinsey' 7S managing mode's GPR. The so-called GPR based on Mckinsey's 7S managing mode refers to the GPR by means of analysis and integration on Mckinsey's 7S managing mode and in the reengineering process taking integration as basic requirement. This concept's proposition comes from the realistic needs, the characteristics of Mckinsey's 7S mode and the broad perspective in GPR application.As Mckinsey's 7S originally is designed to enterprises, there has to be some alternations and adjustments when it is appled to GPR. The 7S in government organization should be Strategy, System, Structure, Staff, Shared Values, Skill and Style.According to Mckinsey's 7S, the seven S should change in GPR. Basing on the characteristics of universality and GPR, we can get the approximate alterations of the seven S in GPR. In other words, it is the transformation of organization strategy from function to customers,; the organization system from seam to seamless; the structure from vertical pyramid to flat e-government; the staff of public servers from functional to flow; shared value from function-oriented to customer-oriented; skill from special to universal; style from managing to governing.The values of management lie in practices. The points of view in the paper could not be proved to be reasonable only according to the theories, moreover, the practices are required. Through the analysis on community service department in Charlottesville, Virginia and GPR in Hampton, Virginia, a common conclusion can be got: the GPR of any government should be integrated, only by systematic and effective integration, the GPR could be successful, whereas, it may lead to failure.The values of theory depend on serving practices. The purpose of this paper is to provide intellectual support for GPR in our country through the researches on theories of GPR. Early in 21st century, under the influences of western "New Public Management Movement" and the needs of China's political, economic and social development, there appears GPR focusing on recreation of administrative examination and approval in our local governments. Numerous reasons lead to various problems in practices. For example, these GPR are mostly the transplantations in the technological layer, and lack of the follow-up systematic reformation and integration; the broadness, deepness and scope of our local governments' GPR are far more behind of the western countries; the GPR in our local governments are short of theoretic analysis and abstraction. The causes of these problems are from various perspectives. In the final analysis, it lies in the discrepancy in social developing stage and political system. The GPR is a long-term process, which could not be accomplished in an action. We could not spoil it by excessive enthusiasm and quit easily because of the setbacks in practices. We should use the advanced experiences of GPR in western developed countries for references, carry out the GPR gradually taking our country's situation and political characteristics into consideration. Of the developing strategy of GPR in our country, the most important thing is to consider integration as a consciousness, in another word, integration is a basic requirement in any reengineering process.
