The growth government scale has been a prevalent trend of modern government administration in all the marketing economy countries, and it becomes a imperative issue with the expanding of the institution reform. Therefore, we have to take it into account that what kind of government scale matches the development of China and it's each local governments.A certain kind of principle of local government scale guides the reform of local government's institution. On the other hand, the process of institution reform also reflects the evolution of the principle of local government scale. There are kinds of targets to scale the local government's scope. However, the most important scales should be quantities in institution, employee, financial expenditure, and the scope of activities of a local government.As one of local governments of China, Gansu province is a developing, multinational region, and in straitened financial circumstances. How to define reasonable local government scale has becomes an more important part of local government reform than other regions in China.This paper discusses the reasons of Gansu local government scale growth in both market and government aspects. Chapter 1 overviews the relatives theories in government scale of western country and native experts. Chapter 2 describes the process of evolution of Gansu local government body. Chapter 3 analyzes the previous circumstances of Gansu local government scale from quantities in institution, employee, financial expenditure, and the scope of activities. The new principle to control Gansu local government scale, particularly in staff, is concluded and some opinion is exposed in the Chapter 4.
