Study On Performance Measurement Of Government Affairs Service Center With The Balanced Scorecard

Performance measurement on the government affairs service center has always been a hot and hard issue. Performance measurement is of great significance for innovation of the administration mechanism and improvement of the government affairs service center's performance.The main content is divided into four parts. The first part named the theory review of performance evaluation system. In this part, we will introduce the present research situation of performance evaluation theory and main theory results. The research of this thesis should be established in the base of these theories. In addition, we will introduce several performance evaluation methods and make our aim at BSC through assessing these methods. In the second part, it raised the BSC model for the government departments based on the differences of BSC and its application in enterprises and government departments. According to the practice of the center, we made a discussion on the performance measurement of the Pixian county' center in the third part: First, we point out the main target of the center is supplying better and standard service to the public. Based on these, we use the BSC from four perspectives of the department of the center-financial aspect, customers aspect, internal management resembling aspect, study and grow aspect. In addition, we will point out the cause-and-effect links between them and find out the key promotive factor. So this thesis will try to establish performance evaluation system on the base of BSC in the center of government affairs. Furthermore, it used AHP, and quantify the grid of the result of questionnaire investigation.In the final part, it put forward some possible difficulties during applying the BSC to the government affairs service center performance measurement in our country, and proposed the relevant solutions.The application of BSC on the government affairs service center has important practical significance in the course of optimizing government administration and providing certain value in the other government department.
