The problem of crime is showing a deteriorating tendency like a ghost following the high-speed development of the economy in our country. Among the huge group of criminal victims there are quite a large amount of minors. The criminal victimization of minors can generally be divided from the family perspective into such two cases as minor victimization by crimes inside the family and that by crimes outside the family. Since parents are the first responsible for the protection of minors and should play core role in the prevention of the criminal victimization of minors, the author suggests that it be necessary to minimize the occurrence of crime by parents as well as enhance the supervision to the performance of the guardian obligations of them in order to avoid the minor victimization. This paper tries to demonstrate by analyzing the two cases that family, largely embodied by parents, is a major factor that caused the minor victimization, and consequentially comes up with some suggestions on how to improve the domestic protection mechanism which should give priority to the guardian system.The main body of the paper is composed of four parts apart from the preface and the conclusion. The preface presents in brief the importance of placing great emphasis on the prevention of criminal victimization of minors, and tells the main purpose of the paper is to discuss the issue from the family perspective.Part One The direct criminal offenses to minors from the parentsThis part is to set forth the facts that parents commit such criminal offenses to their children as domestic violence and desertion, which demonstrates that the criminal offenses from parents constitute one of the offensive sources that can't be ignored. The purpose of this part is to provide fact grounds for suggestions in the fourth part that hold we should enhance the supervision of and the coercive intervention to the parents'performance of their guardian duties.Part Two The minor victimization for lack of domestic protectionThis part is to demonstrate the lack of domestic protection is one of the major factors that cause the victimization of minors by analyzing the typical types of family in lack of protective measures and the several minor groups vulnerable to crimes for lack of domestic protection.Part Three The vulnerabilities of minor and their connection with the parents This part is to support the view by analyzing the vulnerabilities of minors that the prevention of the criminal victimization of minors should rely mostly on external protection, and to demonstrate that parents should be blamed for the consolidation of the vulnerabilities of minors by analyzing the connection between parents and the vulnerabilities of the minor. As a result, the author points out that the parents should be the major bearers of the duty of protecting minors.Part Four The suggestions on how to improve the domestic protection system This part focuses on how to enhance the supervision of the performance of guardian duty of parents and how to prevent them from committing crimes to the minors. The improvement measures that the author advanced include reforming the existing guardian system, establishing the discovering mechanism of the offenses and negligence in guardian, the earlier intervention of public power, the coercive insulation and rectification to the guardian, setting up the special institution to protect children and enhance the education of parents, etc.The conclusion sums up the content of this article, and come up with the necessity of further research due to the author's limited ability and the insufficiency of the preparation.
