Research On The Valuation Of People-orientation In The Government Performance Measurement

The government performance measurement is one of important program in academic area, which plays a critical role in improving administration efficiency and saving administrative management cost. The value orientation is the fundament of government performance measurement. It is the judgment and identification of valuation and interest choice of governmental ultimate goal. Seedling the propriety value orientation is premise of government performance measurement. As the further development of democratic politics and New Public Management movement, As well as the expertise of Service-Oriented Government and enhance of public awareness of democracy, the government performance measure indicator has changed from emphasis of output and efficiency to social efficiency and the need of public. The satisfaction of public is the ultimate standard of government performance measurement, and puts the people-orientation value into practice on the course of government performance measurement.This paper analysis the people-orientation value of government performance measurement from rhetorical aspect, then constructs the system of government performance measurement under the guideline of people-orientation value.There are five parts in this paper. The fist part, briefly introduce the connotation of government performance measurement, the experience of oversea government performance measurement as well as the development of government performance measurement in our country. The second part, give an introduction of relative concept and analysis the significance of government performance measurement. The third part, make comparison of value-orientation and discuss the function and importance of people- orientation value in government performance measurement. The fourth part, intrude the significance and the function of the government performance measurement. The fifth part, construct the government performance measurement system under the guideline of people-orientation value from aim, index, standard, subject aspects.
