The government is a public and service department. Its unique nature has decided the government's ability has the pivotal function in the economical and in society's development. The government's ability is finally decided by public-servants' knowledge and ability. At present, the level of public-servants' knowledge and ability in our country is not high, their quality cannot meet the need to develop in knowledge economy. Therefore, how to raise public-servants' ability, already become an important question that the government has to solve. Training is one practical feasible way. But in our country, public-servants' training system has not formed to be a standard and unified system, it has many problems, seriously affected the training effect. This article proposed a standard model of public-servants' training, the goal lies in propose and design a standard and procedural public-servants' training system, hope to enhance the effect of training.First, analyze public-servants' professional characteristics and introduce the human capital theory viewpoint, then propose public-servants' knowledge and ability is a kind of important human capital, namely government human capital. The human capital needs to invest and to accumulate only then can form, training is one important human capital investment way. Therefore, want to raise the level of public-servants' knowledge and ability, we can carry on training to it. Next, analyze the connotation and the significance of public-servants' training. Third, comparative analyze the present public-servants' training situation of our country and foreign countries, discovers the differences in the management, then provide 'suggestions to our public-servants' training. Analyze the present situation of the Shaanxi Province public-servants' training system, analyze the deficiencies and the reasons. Finally, in view of these deficiencies, propose the counter measure, namely the standard public-servants' training model. Analyze the connotation, the essential factor and the significance which the standard model can carry on public-servants' training, and design the standard model from the training idea, the flow, the content and the organization safeguard aspects according to the certain principles .
