Government Regulation On Reformation Of Public Utilities In China

Public utility, a fundamental part of the public infrastructure industry, plays an important role in the process of social development. Inefficiency, unfairness and irresponsibility in reformation of public utilities becomes a more and more popular topic in modern academic field and even the whole society. In recent years, China's public utility undergoes a series of reforms and makes a good achievement. However, it has also been an undeveloped and low marketization industry in reform of economic institution in China. It is, to some extent, a difficult and high potential industry which will put a wide and profound influence on Chinese socialism market economy.Based on modern regulation theory, new public service theory and governance theory, this essay analyses the efficiency and inefficiency of government regulation in China's public utility. Regarded some basic conditions during the transformation period in China, and learned from Western countries on reformation of government regulation, we research on regulation in Chinese public field. And it also meaningful in theoretical and practical aspects to direction our government regulation and strengthen transform of government functions and government regulation.There are some conclusions: (1) To reform and regulate according to legal procedure, the public utility industry laws should be established and perfected immediately. (2) The professional, independent and efficient government institutions should be established based on departure of government and enterprise. (3) Only if we breaking administration monopoly, the marketization and socialization reformation in public service field can be realized. The diversity of public-private-partnership mode can realized when we enroll nongovernmental capital. (4) On the one hand, deregulation, on the other hand, improving modern government regulation system to conquer the offside and vacancy in government regulation. Both of them are fundamental. (5) A market-oriented supervise system must be established in order to supervise regulate institution and public utility manufacture effectively.
