Since the United States military proposed the joint military operation theory,all the countries around the world are exploring the theory,and put it into wars or military exercises, and agreed that the joint operation is the main form of future operations,and it is the key to winning future wars. Due to the characteristics of joint operation and its operational tasks with high degree of uncertainty, high degree of complexity, urgency of time and dynamic changing, planning has become an indispensable part of the process of joint operations command.Moreover, in order to realize joint operations planning without conditions and the rapid development and dynamically adjusting according to changes in battlefield conditions, computer aided system plays a vital role in the scheme.This thesis mainly discusses the network centric plan description and the planning system architecture of joint operation.Firstly, it brings forward the description architecture, and expounds it from concept modeling and formalization parts, and then it puts forward the planning system architecture which meets the characteristics of network centric.Firstly, according to the network characteristic of joint operations, it puts forward the plan description architecture, and builds the model of elements of the plan on five layers namely the resource layer, routing layer, the process layer, organizations, and application layers, and gives the tuple description.Secondly, according to the ontology as the conceptual model of sharing ideas, it builds the conceptual model of the description architecture of the plan of joint operation, and then adopt the web ontology language (owl) to formalize it from class, property and instance aspects, finally, brings forward its reasoning method including the syntax layer and semantic layer, consequently to ensure the correctness of the plan.Finally, the paper discusses the formation of a joint operational plan model, puts forward a peer to peer generation model, which leads to a service-oriented software architecture, combines the grid techonology and web service techonology, and puts forward the wsrf-based planning system architecture of joint operation and its implemental method,and integrates the plan description with the plan system, provides the theoretical basis and implemental method for the achievement of planning system.
