Natural attribute plays dominant role in fire management and application of impersonal law of fire is necessary for the development of productivity, science and technology regardless of nationality, stage and society. The continuous effort should be performed for the enhancement of system and means for more reasonable and scientific fire management, thus achieving optimal effect via fighting fire. The natural attribute of fire management determines its social characteristic. Fire management demands the emphasis, support and join from whole society, of which all corporations, organizations and individuals are closely linked to fire management.Fire has become severer owing to the rapid development of our national economy since 1990. The loss arisen by fire reaches 1.16 billion Yuan every year, which is 20 times of that in 1950's. The severer situation fire affords the problems such as the low socialization of fire management, weak public consciousness of fire and diseased law of fire in our nation.Since the end of 1990s, the original fire management mode, managed only by fire branch was reformed in the form of lawmaking, thus the setup of socialization for fire management. However, the effect was not so distinct as estimated. The opinion of socialization for fire management has not been completely established from my long observing on basic fire management till now. As to the study of socialization for fire management, there exists less research despite more appeal; there exists less study for detailed operation and mode despite more meaning of establishing it. Furthermore, the systemic study of socialization mode for fire management suitable for our market economy based upon the situation of our country was hardly performed.This paper focuses on the countermeasure for developing the socialization for fire management. The new mode of establishing socialization for fire management in our country is much investigated with the aide of methods and principles of management science by analyzing the present status of our socialization for fire management.The source and development of socialization for fire management in our nation is firstly introduced. The necessity for establishing the socialization mode for fire management in our nation is proposed by analyzing the existed problems in the present fire management mode. Some aspects such as strengthening the organization and rule system of socialization for fire management, building self-governing management of municipal social fire, media of social fire and bilateral mechanism between fire and insurance, enhancing scientific level of socialization for fire management, and consummating fire safety education and training system of socialization for fire management are studied towards the developing pathway of socialization for fire management in our nation recurring to the experiences form developed countries.All steps of fire management are adequately taken into account and the reform of socialization for fire management under the socialistic market economy is explored using the methods combining induction, organon and theory with practice.There exist many difficulties in the practical operation because reform intervenes with many fields and branches of society. Further research on this destination will be strengthened by later practice.
