In essence, the three basic intensions of the theory of sustainable development: development, coordination, and sustainability are insisted in the people first and overall, coordinate, sustainable scientific development view. The presence of scientific development view is Chinese acting-response to advance the global sustainable development, and is the correct select to cope with various challenges and risks properly which will likely meet with during the crucial period of the development of Chinese economic society, and is the inevitable requirement of the construction of the well-off society in the all-round way, and is the sublimation of human development idea. In the scientific development view, the developmental goal of"people first"is emphasized, and three measure scales: all-round development, coordinative development and sustainable development are put in prominently, and a new guide for the effect appraisement, value orientation and mechanism rectification of regional coordinate , and a new question of discussion on the practical application and the theoretical depth of the appraisement research on regional development are put forword. Under this background and framework, through the analysis on the intensions of scientific development view, the architecture of the performance of scientific development view evaluation system, the typical analysis on Shandong Province, some suggestions about the optimization of scientific development view system in Shandong and scientific development view evaluation system are put forward. The thesis is divided into six parts.The first part is the introduction. In this part, the background, meaning, and domestic and international research status of the research are summarized.The second part is the analysis on the intension of scientific development view. The first one is the evolution of development and development view, summarize the advancement of development view from economic growth, comprehensive development and sustainable development three aspects. The second one is the appearance and meaning of scientific development view. The third one is the basic intension and characteristic of scientific development view. The fourth one is the basic demand about bringing it into effect.The third part is the architecture of the performance of scientific development view evaluation system. According to the guidance of scientific development theory and scientific development view, under holistic, integrative, hierarchize, space-time and exercisable five tenets, decompound the evaluation system, from all-round development, coordinative development and sustainable development three aspects, select basic index through statistical method, analyze in SPSS, select index by actual instance, then set evaluation criterion according to national policy and trade standard, select evaluation model, class grade standard and build performance of scientific development view evaluation system that include thirty indexes.The fourth part is demonstration study. First, the author put forward the reason to choose valuation area scale, explain why select Shandong Province to be the typical case; then summarize the development actuality of Shandong from three aspects: natural conditions, social economic conditions and ecological environmental status; evaluate science development in Shandong make use of the system and analyze the result; integrate the result and analysis, get the achievement and problems in actualized scientific development view in Shandong from three aspects: all-round development, coordinative development and sustainable development.In the fifth part, the author bring forward some strategy and suggestions on the optimization of scientific development view system and scientific development view evaluation system. Give strategy to optimize scientific development view system also from all-round development, coordinative development and sustainable development three aspect firstly; give suggestions to evaluation system through build up new achievement view, optimize normal value, set up monitoring system and build up actualize system of performance evaluation system.Finally, some cognitions are summarized, which are the conclusion and knowledge of the research.
