The Dilemma Of Villages Governance And Countermeasures In China Under The Background Of The Socialist New Rural Building

Rural governance which a long history, is not a new topic. But the township system, rural self-rule and the system of people communities were all on the basis of the driving of rural resources. Since 1980s, villager self-rule became a focus of researchers. On the one hand, researchers hope it will be the beginning of democratization in China,They hold that with the democratization of villager committee ,which is the basic-level organization in Chinese countryside public domain, the top-down democratic advancement will speed up. These studies focus on the villager self-rule's positive significance to the democratization process in China. On the other hand, some researchers also analysize the problems of villager self-rule and try to give the effective prescription.But these studies are single studies and don't break the limits of science deficiencies. Now rural governance faces many difficulties, with the widespread carrying-out of villager self-rule, the democratized village society is not certainly established. Also,it can't fundamentally solve many problems and contradictions in rural, because this kind of condition is not merely the basic unit democratization question, but comes from many causes.In recent years, along with tax reform and the abolition of agricultural tax, break the legitimacy of the driving of the grass-roots government from the rural community. The strategy of new socialist countryside building is the mark of a era of"industry subsidies agriculture"and"city leads villages". It is our country's strategy which aims to solve the"the questions of rural areas, farmers and agriculture"and also provide the opportunity of the difficults of rural governance treatment.This paper includes four partial contents:First, we introduce the concept and the history of the rural governance,as well as the formation and development of the current structure of rural governance.Second, we elaborate the current difficults of rural governance from six aspects.They are contradictions among villages, the administration tendency of the village committee, the lacking of expressing system of farmers'interests, many questions that rural governments facing to, the adverse effects of macroscopic system and policies, universality and gravity of financial crisis and shortage of public product supplies.Third, we introduce several influentialnational development strategies of rural aress in recent years and elaborate the background, the goal and the main countermeasure measure of the new socialist countryside building.In the last, we put forward the countermeasure and the outlet of the difficulties of the rural governance, which is on the background of the new socialist countryside building.
