Constructing Service-Oriented Township Government In China

China's rural areas, with the all-around outspread of"Constructing Socialistic New Countryside"and the complete exemption of agricultural tax, have entered into a new historical era. How do the governments of all levels, especially the township government, who locates on the extreme end of the whole governmental system, who faces the farmers and the rural areas, reply to the new era and what will it do? It must be weakened, independent, withdrawn or strengthened? The township government's reform, a key to the success of"Constructing Socialistic New Countryside"and"Constructing a moderately prosperous society in an all-around way", is now the important part of the integrated rural reform. This article, from the historical development of township government, summarizes systematically the past experiences and lessons of township government's reform and the existing issues and problems; on the basis of analyzing the reasons and results, the author considers that the"withdrawn","independent","weakened"and"strengthened"doctrines are not the unsuitable countermeasures and ways in solving the township issues; now the township government's reform should turn to"transforming government's functions", and through"transforming government's functions", the township government's reform can be deeply performed——reconstructing the township government into the government who can actually service for villages, farm and farmers; and then the article analyses the meaning and characteristics of the service-oriented government and at the same time analyses deeply the principles and directions of constructing the service-oriented township government; finally, the article scientifically summarizes the countermeasures and ways in constructing the service-oriented township government.
