In recent years, township governments actively response to the Party and Country's call and extensive public voice. They're making efforts to find institutional innovation, standardize democratic management, expand public channels, consummate the villagers' self-government, and promote grass-roots democratic political construction, following the principle of "democratic election, democratic decision-making, democratic management and democratic supervision". The deliberative institution in Wenling City is one of the successful democratic practices.This thesis attempts to regard Wenling's deliberative institution as an epitome of grass-roots democratic construction, and observe the process, effect and result of rural governance in Wenling City under the background of Town Administration -Villager's Self-government and Global-Governance. After analyzing the process of deliberative institution in village-level and town-level, the thesis attempts to use a new theoretic model named "Official Governance—Self-Government" Dual-track System to explain how rural governance operates in Wenling City.This thesis shows that Wenling's deliberative institution is helpful for realizing the cohesion of Town-Governance and Villager's Self-government, which is the core content of dual-track system. Besides the innovation of deliberative institution, township governments need to reconstruct governance idea, alter governmental functions and advance the ability of Public Administration, by paying more attention to public service and returning rural public affairs to the villagers' self-government organizations and villagers. On the other hand, the villagers need to cultivate the consciousness of self-government and democracy to realize self-management, self-service and self-education.This thesis also points out that rural interaction and cooperation in Wenling City has the feature of Non-Equilibrium, which makes the running of dual-track system display a state of "Strong-Official governance—Week-Self-government". Finally, this thesis shows that the keys to resolve the problem are "the systematization of official governance" and "the organization of self-government". In other words, in order to ensure the sustainable development of rural governance, it's necessary to make governmental innovation institutionalized and upgrade the organization level of villagers.
