With flying-paced development of economy in China, the public security situation is becoming serious day by day. However, the lack of police man-power is a problem for almost every city and deteriorating gradually; which becomes an emerging conflict. At the meantime, with the background of right-sizing the agencies, emphasizing the efficiency and benefit for the governments, the improvement of quantity of the police is limited, the organization of the police, with the civil servants as the backbone, has its maladaptive side. Only by disposing the police reasonably, enhancing the right-sizing of the police organization and reducing the economic cost of keeping the police can solve the problem of the out-controlling of the police organization, as well as speed the construction of professionalization, specialization and standardization of the police to fulfill the responsibility of the police better.Retrospecting the research situation of the civil service system of the police both domestically and internationally, this article summarizes the actualized experience of this system, especially the basic pattern, main characters, running scope of the present civil service system, and analyzes of the main problems which brings out during the course of running this system in China, putting forward relevant improving plan. This dissertation is composed of 6 chapters.Chapter 1, as the exordium,starts with the present disposal of the police man-power in China and its social demand; shows the purpose of this article,and introduces the research situation of the civil service system of the police domestically and internationally,as well as the contents and research methods of this article.Chapter 2, expounds on the connotation of the civil service system of the police,and by contrast and analysis within civil servants, policemen, employed officials and police-assistants,point out the theoretical ground and practical reason of this system.Chapter 3, introduces the circumstances of the employee system running-in in some regions of China, summarizes the basic pattern, main characters, running scope of the present system, analyzes the main problems which brings out during the course of running this system, for instance, the difficulty to defining its legal status, lack of scientific ground of its post-collocation, unsmooth change of post because of incomplete resign system of the special policeman.Chapter 4, introduces the system carried out in those developed countries, such as UK, USA and France etc,and analyzes the use for reference of overseas experience to our country.Chapter 5, basing on the overseas experience ,puts forward relevant countermeasures and advice to the primary problems existed, perfecting and ameliorating the system by establishing the relevant law, system;using the scientific managing mode;establishing the special authorized force and so on.Chapter 6, as example analysis, analyzes the civil service system of Shanghai Public Security from its basic circumstance, results, problems and relevant measures to provide practical grounds for this article.Chapter 7, as the tag, reviews the whole article and generalizes the main results, indicates the lack and deficiency of this article.
