A Reflection On The Extent Problems Of The Comprehensive Administration Of The Floating People And Their Solutions

The problem of the floating population is one of main social problems in China. Massive floating population is a phenomenon which arises with the reform and opening of China and the development of market economics, as the floating labor force in marketing. Since the middle of 1980's, there is the phenomenon that a bulk of labor force floating beyond the district in Chinese Countryside.Chapter One is an introduction. Chapter Two discusses on the distribution of the floating population in Shanghai. Chapter Three describes the current situation of comprehensive treatment to the floating population. Chapter Four argues on the problems and the counterplan of the comprehensive treatment to the floating population.We are to improve the comprehensive management system of the population and working networks. Based on trial operation of Xietu Community, the author fully accelerates the management on residence permits and establishes the basic in formation management system of actual population in our district.The primary contributions of this paper lie in that it depicts the importance and the necessity of the comprehensive administration of the current floating population with detailed datum and systematic analyses, and also puts forward practical proposals and solutions to the strengthening of the comprehensive administration of the floating people.
