After humanity's management enters to 24th century, the interest to human's factor research has achieved the astonishing degree. Each kind of theory appears one after another, the practice be interrelated developed universally, the humanist thought was acknowledged, applied and strengthened, more and more scholars proposed the core of modem management is to human's management, especially to the management of will of people. As one of management exercise, administration management should comply with the major tendency of management theory and emphasize the humanist thought in the practice of administration. Formerly, we always ask civil servants do their works by humanistic method, but we ignore the humanist in civil servants management.This article is focus on this point, takes the humanist for base, and introduces the "self-management" into civil servants management. Self-management of civil servants looks civil servants as "social people", not only integrates self-fulfillment with social responsibility, but integrates administration work with self-development. And in the course of it, self-management of civil servants pays attention to both civil servants' ability and their environment, inspires them to work hard, and achieves the purpose of administrative management.Firstly, the article introduce basic theory and researches of self-management, and point out that self-management is a kind of humanistic management, it is important to human development. Also, the article clarifies the meaning, characteristics and significance to the civil management.Secondly, based on the questionnaires of "self-management of civil servants", the article analyzes the status in quo of self-management of civil servants in our country. The outcomes shows that the civil servants need to develop themselves, but they had little ways to do this, and they did not the know about the self-management . And the systems related to self-management are not established yet.Finally, the article explains that how to bring self-management of civil servants into effect. From the aspects of civil servants and government, the self-knowledge, self-design, self-study, self-coordination and self-control are learned,implemented by every civil servants. By means of self-management, civil servants can learn themselves more, set a project for themselves, and try to realize their project.This article draws up from analyzing the theory of self-management and actuality of civil servants' self-management in our country, utilizing management science, administrative management science, public management science, political education and psychology, discusses the establishment of the characteristic and significance of the self-management of civil servants, the stress of management and the concrete implementation method. I hope do a preliminary research to self-management of civil servant.
