There are 11774 public servants in Urumqi, Xinjiang Autonomous Region. They are comparatively densely spreaded. Influenced by the excellent traditions of the Communist Party, most of the public servants selected through strict examination are excellent and trustful. However, we should be fully awared that driven by the market economy, some public servants become irresponsible, shuffle dispute over trifles and do not accomplish without benefits. Take the figure of last year as an example, the reported cases of corruption to all grades of discipline supervision institutions are 694, with 274 cases initially verified, 64 cases procecuted. Among them, 4 are county public servants and 29 are country public servants. Urumqi Discipline Inspection Commitiee and Supervision Bureau have received 2952 petition letters. The causes of the corruption of the public servants are various. Imperfect supervision system is one of the main factors which leads to the corruption. History and reality have proved this repetitively: the honesty in performing official duties and devotion to their duties are fragile when guaranteed by individual quality. A systematic and effective supervision system to the public servants should be most solid and reliable.This paper discussed the current situation of the public servants supervision system in Urumqi, the underlying problems and solutions to them. Through analysis of the the public servants supervision system in Urumqi, Xinjiang Autonomous Region, the paper pointed out that: only with sound system and principles, scientific and systematic supervision network, can the state public servants be sufficiently and effectively supervised. At the meanwhile, it should be clarified that supervision is only a means to the end; inspiration of the initiative of the public servants, full exertion of their function in administraion and improving working efficiency of the government are the real aim. Therefore, surpervision is not negative, passive and conservative. On the condition of communist market economy, supervision is beneficial to the promotion of innovation of the public servants and the state administration insititutions. The supervision system should be established on the base of fully trust in the public servants and a unification of strong motivation, commitment and strict principles. It believes that a supervision system as such will be the most vigorous.
