International trade in services as main trade in developed countries is becomingmore and more important in international trade. CEPA, based on Non-Discriminationof WTO, is an agreement of regional economic integration. Many rules of trade inservices of CEPA are different from that of GATS and the laws of the mainland andHong Kong.The assignment and implement of CEPA, not only provide more opportunity fortrade in services to the mainland and Hong Kong and expand the amount of tradeexports in services, but also reduce the impact to trade in services by entry of WTOand speed up the liberalization of trade and industrial restructuring. Meanwhile, theimplement of CEPA has brought a series of challenges to service market of theMainland. The Hong Kong and Macao, as the party of CEPA, will be faced withopportunities and challenges which are different from that of before.
