The plaintiff qualification of administration litigation aboutadministration interested person is one of the basic problem inadministration lawsuit. It is controversial and complicated in theory andpractice. Since the administration litigation system is found in our country, the research has been very week. It isn't paid enough attention to. As aresult, the legislation is not perfect and there are some problems of theplaintiff qualification in practice. So the system can't afford full pretect tothe rights of private party. The important issue will be discussed in thisthesis. The aim is to put forward some views those would be helpful fordevelopment and improvement on the plaintiff qualification ofadministration litigation about administration interested person. This thesis has four parts. The first part defines the concept ofadministration interested person and introduce its characteristics. Thesecond parts beginning with our country concrete administrationlegislation, discusses the drawbacks of the exiting system, especially thedrawbacks on the plaintiff qualification of administration litigation aboutadministration interested person. The third parts analyses the inscapes ofthe plaintiff qualification of administration litigation about administrationinterested person, studies its three important inscapes: administrativeaction, law rights and the relation between cause and result. In the lastpart, this thesis discusses the importance of enlarging the plaintiffqualification of administration litigation about administration interestedperson, and advances advice on developing the plaintiff qualification ofadministration litigation about administration interested person in China.
