Responsibility system, created in the war against SARS, has developed from that special time. The idea of constructing a responsible government will be greatly promoted in the executive reform and will become a bright point in a new political reform in China. The system connects with responsibilities tightly. We should define the executive responsibility system scientifically, sum up the history of it, and analyze the problems and reasons, and finally, find the ways of consummating the executive responsibility system.
