So far, the villagers' autonomy have already practiced in our country for more than 20 years, although a lot of achievement and development have obtained, but as the original democracy form of our country, it still has a long way to go. Especially afer the post-agriculture tax ages come, new challenges and problems are confronted in the villagers' autonomy. For example, how the china's agricultural tax-and-fee reformation effect on villagers' autonomy, what reactions will act on the agricul-tural tax-and-fee reform under the influence of Grass-roots Government and the villagers' autonomy, and how to prevent sinking into the strange trap of "Huang Zong Xi's laws".Based on the problems which have been pointed out above, this article takes the measures of linking the theories study with the practice analysis and combining static state analysis with dynamic state. Starts with the three parts of the relationship of the villages and towns government and the villager committees and the relationship of the two rural committees and the relationship of the two rural committees and villager, analyzes how the agriculture tax-and-fee reformation effects on the villagers' autonomy systematically, and think the agriculture tax-and-fee reformation will be advantageous to die down "theadministeration turn" of the village committees, meliorate the relationship of the two rural committees and the crowd, alleviate the two rural committees antinomy, promote organization construction of the two rural committees, but in the meantime also bring some series problems for the village autonomy such as public finance problem, tax fee tail owe problem etc., in the end put forward that we should push forward the villager' autonomy of the post-agriculture tax ages from the four parts of the Grass-roots Government, relationship between officials and the masses, relationship between the two rural committees and the village collective economy. Especially on the reformation of the viilage collective economy organization, this text put forward an exploration of companization of countryside's administration.
