In the market economy, a turning point of the society, the lag of consciousness on administrative moral responsibility brings severe corruption and a challenge on the government's public credit. A responsible, moral , credible government is more and more longed for. A strong moral responsibility is the basis of government's public credit, for moral responsibility becomes a subjective standard of administrative actions. Only when administrative moral responsibility is enhanced, can administrative actions be steered and controlled to serve people better and get the support of the public.The thesis holds that administrative moral responsibility is the key to construct government's public credit. It analyses the definition and status quo of government's public credit, brings out the reasons that government's public credit undermines administrative moral responsibility, opens out the inner-relationship between administrative moral responsibility and government's public credit, and explores an effective way to build up government's public credit by strengthening administrative moral responsibility.Apart from the introduction and conclusion, the thesis consists of three parts: part 1 is a general introduction of administrative moral responsibility and government's public credit and an analysis of their relationship; part 2 is an analysis of administrative moral responsibility's effects on the achievements and shortages of government's public credit; part 3 tells about the construction of government's public credit through right conception, effective obligation, right inspiration and strict supervision of moral responsibility.
