On The Criminal Measurement In Chinese Procuratorates

Criminal measurement is one important fundamental category in criminal science study. The author makes a research and study on how should Chinese procuratorates build a system of criminal measurement in this essay, provided the practices in current prosecutorial statistics. The article covers five parts. In the first part, the author provides us the concept, theoretical significance and the importance of Chinese procuratorates develop criminal measurement. The second part introduces the domestic and foreign criminal measurement related situation, appraises the value of its merits and insufficiencies, and provides reference and improvement suggestions on how to improve criminal measurement mechanism in our country. A solution to design a criminal measurement index system is given in the third part, along with a description of related current situation and main problems in our country. In the fourth part, we are exposed to concept of false data on criminal statistics. The author studies how and why the false data occur on criminal statistics in Chinese Procuratorate specifically and provides countermeasure on how to prevent and eliminate the errors. In the fifth part, the author provides assumption how to build the measurement system, focusing on providing the solution to problems related to corruption, abuse of authority and negligence. The author aims at promoting corresponding prevention and solution, making practical criminal policy and giving a reference of decision-making. According to the above studies, the author draws a conclusion that the current prosecutorial statistics system merely inflects the prosecutorial work, which is limited. The construction and research of prosecutorial criminal measurement system need to be enforced, then a specific measurement statistics of various criminal phenomenon and situation will be available, which will no doubt enable criminal scholars, experts and procuratorates to share the resources, to cooperate effectively, therefore provide criminal policy fit for our country.
