A Discussion Of ISO 9000 Introduced To The Prosecution

Handling case is the basic approach and in the center of status in the procuratorial work, with which the prosecution fulfil juristic intendance. Quality management of handling case is a key in procuratorate quality management. With the development of procuratorial reform, the ability of the procuratorial work is stronger, and the old operation system has exposed its "shortages. With standardization construction, advanced management concept and method, scientific management mode, creation of management system and development of management ability procuratorate will fulfil its intendace function justly and efficiently so that they can realize management of systematization and standardization. Using ISO 9000 quality management mode creatively which has been widely used in modem management, with the practice of handling cases and constructing quality management systems with the character of procuratorate, which is meaningful to solve the questions existing in the management of skeleton procuratorate.There has been some researches in law theoretically and practically on the construction of quality management systems for procuratorate in our country, which is helpful for us in theory and practice. 18 procuratorates have been authenticated as ISO 9000 quality management systems, but the research of introducing ISO 9000 is far beyond practice, for we have not yet discussed it specially and deeply from the judicature point of view. As a prosecutor in grass-roots procuratorate long-term, I think it is necessary to research and conclude on the relevant questions of introducing ISO 9000 quality management systems. This paper analyzed the actuality of quality of handling a cases, described the concept and the basic management idea of ISO 9000 standard with the method of demonstration and management; and then dissertated the necessary and feasibility of introducing ISO 9000 standard to this area with analyzing the existing questions of quality management of handling a cases in procuratorate; its use in constructing quality management systems was discussed too; finally, with demonstration analyzing the operation of ISO 9000 in the author's establishment, it was proved that introducing ISO 9000 quality management systems to procuratorate is feasible and effective. Procuratorate can not only restrict prosecutor executing the law but also increase the quality of handling cases with ISO 9000.
