The urban poverty of China is a completely new social problem during the transformation from planned economy system to market-oriented economy system. As the assistance of the government, the NGOs have played more and more important roles to solve this problem. The study in this area has attracted more and more attentions of researchers.This paper discusses the role of the NGOs in the attempt to extinguish the urban poverty and the cooperation modes among the NGOs and the government. A clear explanation of the concepts, such as urban poverty, non-governmental organization and the theory they intervene in the urban poverty are presented. The opinion of the bound of urban poverty is also given. Moreover, the distributing conditions of Chinese urban poverty are analyzed with the macro view and the tiny view. Furthermore, it is necessary that China should learn from the developed countries because our non-governmental organization is lack of the ability and the experience of urban poverty. Based on the problems above, this article did a study on the background and the mode of the urban poverty processed abroad and analyzed the role the non-governmental organization plays and the effects they got. Then the relationship between the non- governmental organization, government and the market is analyzed, so does the function during the urban poverty. Based on the current situation the non-governmental organization has done in urban poverty, advantages and disadvantages are systemically discussed. A poverty index is derived to measure the role and the effect of non-governmental organization quantitatively. Finally, multi-field, multi-department and multi-region cooperation modes are discussed. The shortcomings of these modes are pointed out and the future suggestions are given according to the baptism of our country's urban poverty. We wish the research result will be helpful for the urban anti-poverty of the NGOs in China.
