| Finance is a vital affair since it a country can't operate without it. The financial power is one of the most important and fundamental power, no matter from the angle of practice or theory, the financial and financial power play a very important role in social and economical exercise of a country. This paper tries to find out the role and the significant effect that the financial power plays in the value that constitutionalism seeking for, that are controlling power and protecting rights.The first part is an introduction.The second part is the finance and financial power. In order to understand financial power well, the theories of finance and finance mode are introduced firstly. The main body of this part is financial power, expounds it's concept,content,and attribute, and then contrasts it means deeply with property right,"the power of finances","the power of affairs",state power and civic right, try to get a comprehensive and correct understanding of financial power.The third part, taking the England as an example, discusses the evolution of finance power and it's influences on constitutionalism tradition. It includes the process and reasons of the evolution of finance power in England and it's influences on the formation of constitutionalism tradition, such as the principle of parliament's dominion, the limited government theory and the consultation spirit and so on.The fourth part deals with the constitutional control of financial power, particularly the financial executing power. Since the financial power have substantial function in a country, so we have to control it on the stratification of constitution. On the basis of concluding some main modes of controlling the financial executing power in foreign countries and drawing lessons from it, and after addressing the flaws in China's constitution text and constitutional practices in the area of controlling the financial executing power, this paper recommends some concrete suggestions to consummate the flaws.
