Actuality,Mechanism And Governance Of The Insider Control Of Administration In Our Country

Currently, our country is in the period of social transformation. Many social issues are exposed. And it also makes the issue of the insider control of administration highlight increasingly in our country. However, there is little research for this issue of insider control of administration. To research the issue of the insider control in our country, we could further dig up the roots of the issue of administration in our country and put forward resolving paths more in appropriate.In addition to the foreword, there are five chapters in this paper. The first chapter mainly clarifies the relative concepts of this paper. First of all, it discusses the concept of "Inside Control" from both narrow sense and broad sense. Secondly, it defines the concept of "Inside Control" of administration, which is constituted by the definition of the administration,the inside control and the "Insider Control "of administration. Then it briefly analyses the three characters of the "Insider Control "of administration. The second chapter analyses the current state of "Insider Control "of administration of our country. Firstly, it discusses the behaviors of the "Insider Control" of administration in our country from decision-making, executing and supervising. Then it illustrates the harms of the "Insider Control" of the admimstration in our country from following three aspects: the first one , it infringe the citizen's rights, include the right to know,the right of participation and the right of superintendence; The second one, it blight the ethos and cause the consciousness of "the Official Status"; the last, it damage the administration, mainly including the corruption and the exorbitant administrative cost. The third chapter has the theory analyses and the cause analyses of the "Insider Control" issue in administration. In the theory analyses part ,this paper choices the Social Contract Theory,the Representative Government Theory,the Agent Theory and the Public Choice Theory from the theory of the Democracy,Management and Economics to explicate the "Insider Control" issue in administration.In the cause discussion part, this paper has the analyses and discussion the cause of the "insider control" issue in administration by the root cause,the direct cause,primary cause,the exterior cause and the interior cause.In the last chapter of this paper, it proposes several solutions for the "insider control" issue in administration by the four aspects ,including the consciousness,system,mechanism and operation. In the consciousness aspect, it should build up the service consciousness,the profession consciousness,the Transparent Government and the Efficient Government. In the system aspect, there have two approaches: the first one is the expending grassroots democracy; the second one is the "Three - part Division" of administration. In the mechanism aspect, this paper has three facet to governance the issue by building up the prevention mechanism,the incentive mechanism and constraint mechanism.In the operation aspect, this paper choice the four parts to governance this issue. This four parts include the financial administration,the performance appraisal,the E-government development and the reconstruct of the administrative approval system.
