The problems library faced now can be generalized into three parts: it has been regulated by regulations in stead of professional laws; laws and regulations unrelated to library pay little attention to it; and the problem of "ruled by men" is getting increasingly serious which leads up to the lack of durative and stability of library development. This paper is aimed at to point out the urgency and actuality of setting up a national Library Law, suggests to learn mature experience of library development from other countries and compare them with present laws and regulations about library, in order to provide a legislative plan that complies with our library now and future development. The prospect of Library cause is secured if that laws and regulations of finance, city planning, education, intellectual propery, tax, and publication should also give some special consideration towards library to coordinate with library laws."A marriage is conducted by a man and a woman" has been a approval rule of human history. But nowadays, people's attitude to homosexual becomes more tolerant with the development of homosexual rights movement and human rights movement. In some countries and districts, same-sex partners can conduct marriage and enjoy some marital and familial rights. Same-sex marriage which is a whole new form in the human society has caused widespread concern and controversy. But in China, homosexuality has existed for a long time while no regulations pay attention to it. So this paper attempts to break through this kind of obscurantism, and study the issue objectively. Mainly adopting the comparative and inductive research methods, the author hopes to clarify the feasibility of the legislation on same-sex marriages in our country through international, regional and country-by-country comparison, and to bring forward practical suggestions for our country's Countermeasures to same-sex marriage based on existing domestic situations and historical traditions, through analyzing the possibility and necessity of the establishment of same-sex marriage in China.The thesis consists of five chapters.Chapter 1 analyses the origin of same-sex marriage issue and its research significance by describing its definition, forms and history.Chapter 2 makes a brief introduction of the same-sex marriage legislative mode of main counties and districts in the world from the substantive aspect, classifying them into four kinds: fragmentary control mode, cohabitant legislative mode, registered partnership legislative mode and same-sex marriage legislative mode. The author also compares the rights and obligations under each mode.Chapter 3 introduces the scholars debate on the issue and compares the various opinions on the same-sex marriage in order to find out the barriers to same-sex marriage legislation.Chapter 4 clarify the feasibility and necessity of the legislation on same-sex marriages in our country through the analyses of the tolerance for homosexuality in China's history, the AIDS caused by homosexuality, the homosexual marriage issue and the human rights protection.Chapter 5 trying to analyses what should be considered about the legislation on the basis of the feasibility study for same-sex marriage which has been discussed in the front chapters.In Conclusion, the authors proposes that the same-sex marriage legislation is an inevitable trend in China. It is not only feasible in china, but it is necessary.
