A Study Of The Collaboration Relationship Between Volunteer Organization And Government In China

In the age of globalization, government and non-profit organization are two main bodies of social public affairs administration. As a typical and representative non-profit organization, the volunteer organization is a loyal protector of the country's public benefits. The vigorous development of the volunteer organization shows the vigor of a society's citizens, stands for a society's variety and opening, and plays a very important role in supplying public goods and maximizing the public benefit. The government, as the carrier of public power, its cognition and regulation directly effect the development of volunteer organization, and the development situation of volunteer organization also has a supportive or a restrictive effect on the government's administration. Therefore, the cooperation of the two is extremely important to the development of a harmonious society.The common values, the complementary accommodation mechanism, the shared historical responsibilities and the collaboration experience abroad together lay a solid foundation theoretically and practically for the collaboration relationship between volunteer organizations and the government domestic. On the basic study of the cooperated relationship of volunteer organization and the government in China, this essay chooses the two cases of "China Youth Development Foundation" and "Natures Friend" as the typical individual cases. Through factual analyses, the actual conditions and the problems of relationship between the Volunteer organization and the government are concluded in this essay. Through the view of the mutual influence of the volunteer organization and the government, this essay try to seek the efficient way of the cooperation of the two: through the view of the government—getting development and management of the volunteer organization together; and through the view of the volunteer organization—rising its public trust to get better cooperation with government.To realize the cooperation of the two needs the both work together: the government should set laws and policies and better environment to the volunteer organization, give firm support to it, and enlighten the management and supervision of it; the volunteer organization should develop its voluntary mentality, make its social object clear, keep its independence on the bases of cooperation with the government, rise its communication ability with the government, set a information-feedback system, and set a communication bridge between the government and the public to rise its own public trust. In conclusion, only in the condition of mutual trusting and mutual supporting, we can develop a multi-systematical unity, realize the efficient management to the modern society, and keep the pace with the human civilization.
