A Study On The Public Participation In The Comprehensive Renovation And Supervising Of Public Security

With the high-speed development of society and times, there is a growing increase in new situations and problems in China's public security. The hotspots and difficulties in public security that been synthetically reflected are prominent, some of which are even becoming serious. Tt has become an important issue, which is concerned by both the fields of theory and practice, to analyze and study the problems of public security, and to think and investigate solutions for these problems as one of the national strategies.This paper studies on the problems of comprehensive renovation and supervising of public security from the view of public participation. Public participation means that social members take part in all kinds of social business voluntarily, and in making and implementing decisions on public management, which brings democracy into social management. Introducing it into the mechanism of comprehensive administration of public security will bring out unpredictable results. Public participation means the sharing of social responsibilities and fruits among social members, which provides channel for the public to express their opinions to local governments, to protect their own benefits, and to perform their talents in making social common interests. The aim of public participation in public management is bringing the all-round development of man and society. The cooperation of social members will accelerate the reform and evolution of administration of public security, and also motivate social stability and harmonious, In both nowadays and future, public participation is the leading element in public management, and the critical factor of influencing the developing direction of comprehensive renovation and supervising of public security.Besides the introduction, the main body of this paper is divided into three parts, which goes as follows:The first part analyzes the necessity of public participation in China's comprehensive administration of social security from the view of macroscopic and microscopic. It points out that public participation is objective requirement and the key to solve problems of social security management in market economy. This part describes the need of participation of social members in chain of comprehensive administration of public security, and investigates the implications of realizing the public participation in comprehensive administration of social security in reality. The second part analyzes the current state of public participation in the comprehensive renovation and supervising of public security of this period in China, including the description of main subjects in administration of public security, such as the party, government, public organizations, personals and so on. And it also makes a detailed analysis on the shortcomings and deficiencies of participation of social members in comprehensive administration of public security nowadays.With the usage of related theories and practice, the last part reveals the problems of public participation in five aspects: how to cultivate and advance the public's consciousness in taking part in the comprehensive administration of public security, how to broaden the channels for public participation, and so on. And the author puts forward some opinions and suggestions on perfection of public participation in the comprehensive renovation and supervising of public security, looking forward to being helpful in solving the public security problems existing in China nowadays.
