Study On Reasons Of "Hard To Enforcement" And It's Countermeasures

"Hard to enforcement"is a serious problem in current court's enforcement task, and it also become a important factor which is impairing judicial justice. The main reasons of"hard to enforcement"including two factors: judicial system and enforcement legislation, and which are represented as follows: behindhand enforcement legislation, district protectionism, lacking of social credit consciousness and lacking of judicial authority. The countermeasures should include follow factors: reformation of current enforcement system, eliminating district protectionism, construction of social credit consciousness, and with all these measures to solve the problem of"hard to enforcement".Besides Chapter one"preface"and Chapter five"conclusions", this article includes four parts as follows:Chapter two mainly discusses the actuality and aftereffect of"hard to enforcement", points out that the position of our country's enforcement work is serious, and analyzing the serious aftereffect that will occur if such problem can't be properly solved.
