To construct a socialism humorous society is the aim for the government to realize administration and public serving. The core aim of a humorous society is to pursue the equity, justice and order, and this is also the ultimate ethical of the administration.Servant administration ethical stuff influent the government affair of the country or the area.. Currently, strengthen the administrative ethical education and training is the need of the international contending and the civil economy development. The paper try to find the new approach of the strengthening the administrative ethical education and training, and attempt to table a systemic training proposal to prompt the civil servant hold the administrative ethical theory knowledge, Knowing well ethic thinking ways, Updating ethic idea, establishing behaving value for the severing, Improving their ethic decision and practice ability.The paper can be set out five parts. The first paper expound mainly the study methods, and define the some terms. The second part demonstrate the importance of administrative ethics on the modern society and line of duty,and bring forward the pressure of strengthen the administrative ethics education and training. The third part analyze the phenomenon of lack in servants training, which is contrasted west developed countries. The four-part put forward basic plan to strengthen the administrative ethical education and training. And the chapter is the emphases of the paper, which concluded training concept, training demand analysis, training content, training manner and training effect evaluation. Finally, the paper table proposal such as base set up, teachers, credit record and strengthen supervising to do well the administrative ethical education and training.
