The idea of Cheap-running government which guides the government's reformation has an important meaning. It aims directly at the governmental cost problem that is popularly discussed around the world, especially concerns such a situation that the Chinese governmental cost is so high for the present.So, to study the governmental cost comprehensively and systematically and take a deep debate on its content,character,request and try best to sum up the historical and international experiences of how to construct a cheap-running government are quite important. Those works will do more to conduct a comprehensive and systematic study on the governmental cost of our country .Without doubt, those works are helpful for our country to deepen the reform of administrative and managerial system and form one that is fair and transparent, incorruptible and efficient and that can standardize the civil servants'behavior, coordinate the running of administrative affairs. Base on the purpose, the author explores the theory and realistic experiences of cheap-running government.The text is divided into five parts:In the fisrt part, the author makes a elaboration of choosing the topic—cheap-running government. This is the legitimacy of why I write this text. The assertion of constructing a cheap-running government is just the author's academic attitude. In the one hand,as to deal with the "easily-calculate governmental cost",we can draw up the law to make the public finance budget run authoratatively and to prevent the government organ and staff from booming irrationally; In the other hand ,as to deal with the "difficultlily-calculate governmental cost", we can hold the theories of maxism which has a deep view in to the relationship between the economic foundation and the superstructure of society as the principle.Only if we understand the problem ,we can construct a basic structure to let the cheap-running government come ture, such as to perferct the system of market economy, make sure that the government power run in the rule of law ,put the democracy into practice, and so on.
