Research of incentive theory, not only in developed Western countries unabated in China has heated up too, "Incentive fever" has become a global phenomenon. For China's civil servant, the solution for incentive management, establish a scientific and effective incentive mechanism is more urgent. This paper starts from China's civil service incentive, then, in terms of concept, system and technical analyses the current situation, on the basis of analyzing the problem, from aspects of political, economic and cultural searching the reason for the existence of the problem. Thus under the light of Western developed countries' effective incentive and the Marxist motivation theory, on the empirical perspective, sums up the success cases of the Western countries Civil servant incentive cases, such as improved civil servant laws and systems, Guided by the principles of merit and improved the examination system, bonus promotion system, this policy of the wage system, strict disciplinary system, effective and efficient mechanism for monitoring and training incentive mechanism, under the prerequisite to draw valuable experience abroad, bring about perfected mechanisms and measures to encourage civil servants: adhere to the people-oriented, synchronous motivation, goals integrating, merit system principles, standards of service, fair competition and capacity-based principles; from political, economic and cultural innovation to improve the operating efficiency civil servant incentive mechanisms; make the rule of law, full protection mechanism, specific incentive systems and scientific performance appraisal system as security and cornerstone of civil servants incentive mechanism; adopt motivation, reputation and success motivation, job satisfaction motivation, goal, planning, participation and self-motivation motivation, and other forms of incentive method to improve China's Civil incentive mechanism.
