The Research On Township Government Reform From The View Of Governance

In building a new socialist countryside, bad governance of the township government has become the main obstacles in rural areas of political, economic and social development. If the township government reform doesn't make a breakthrough , good national policies in the rural areas may be distorted by the gravely defective bureaucracy. Clearly, the township government reform has been imminent. Just against this background of the times, the author takes governance theory as the major research perspective, adheres to the principle of linking theory with reality, uses the norms research method, the case research method, the literature research method, the historical research method and the system research method, on the basis of in-depth analysis of the history , status and defects of township government, puts forward the idea of the township government reform in accordance with the concept of governance and good governance.This paper first introduces the theory perspective of the township governments reform, explains the meaning and basic characteristics of governance and the meaning and basic elements of good governance,provided a solid theoretical basis for the full text. Then ,it analyses the necessity for governance theory in the township government reform and from the perspective of civil society, demonstrates the feasibility of the theory in the township government reform.This paper introduces our township regime's history, comes to the law of history what state power gradually returns to the community reunification. Then, it describes the profile of the existing 'township government and focuses on the drawbacks of China's current township government, the following main drawbacks:the versatile government model; the pressure-type system between the county and township; the highly centralized power; alienation of the supply of public goods; internal fragmentation; obvious lack of monitoring mechanisms and so on.Finally, in accordance with the concept of governance and good governance, the paper designs target positioning and basic ideas in the township government reform.The basic goal of township government reform is limited government of separation between helming and ergometering ,democratic government of decentralization of authority , customer service-oriented government, effective and efficient government.The basic idea of the township government reform is to re-adjust relations of the township government, market and civil society, change and reduce township government functions, and reform the existing the township government system and management methods according to the functions of the government ,at the same time cultivate powerful rural civil society independent of the government, improve social capacity for self- governance, transfer some functions of the government to civil society,gradually return power to people, then form a government-led,multi-center governance model which the market and rural civil society participate in governance, realize ultimately the comprehensive township government reform.
