The governing object are citizens and social organizations, for that reason, government always draw attention of whole society, and governing behavior is always focused by social organizations and citizens. So government can play a showing model role, shows credibility to all organizations and all citizens. We can say that constructing government credit is meaningful to setting up harmonious society. At present, government credit is badly damaged. It casts a shadow on Chinese socialist market economy and governmental construction.
