Some scholars even assert: the sports industry will advance into rows of the four big industries with the petroleum industry, the steel industry and the automotive industry.In 1985,our country's State Council promulgated "the GNP calculation program" to start to use three level industry classification, and placed the sports industry in the sector of "to serve for improving level of the scientific, cultural and the residents quality as well". Then China's sports management sector and academia circle began to use the term of "sports industry ". Now, joining WTO, holding the 2008 Olympic Games and average per person GDP surpassing 1000 US dollars, cause our country sports industry's development meet a golden opportunity.However, China's sports industry is still at the stage of forming and growing, and our understanding of the sports industry is still relatively superficial, the sports industry development also is at the start stage, the sports industry is not high in the national development aggregate level, the regional disparity is also very big, the development among various project is out of balance; sports industry policies and regulations are not perfect, the research to the sports industry is still rare. To us, whether grasping the three big opportunities is also a challenge.The text is divided into four seals together. Chapter two analyses the present situations of sports industry legal regulation and the deficiency in the aspects of the planning, finance and taxation in our country, then proves the necessary of perfecting the legal regulation of sports industry. Chapter three introduced the sports industry legal regulation characteristic and better experiences of four counties: US, England, Italy, Japan. Chapter four puts forward four proposals: perfecting the overall planning legislations of sports industry, perfecting the tax policies and legislations of sports industry, perfecting the financial regulation legislations of sports industry, perfecting subsidiary legislations of sports industrial regulation. This thesis tries to build a system of sports industry legal regulation. The author hopes to provide some good references to China's development of the sports industry.
