On The Government's Social Security Function

From the foundation of the modern social security system, social security became the government's compelling obligation. And the government became the most important obligating part of the social security system. It is vitally important to the smooth and steady development of the social security system that confirming the sphere of government's action in the social security and defining government's social security function. Now, China is having been placed in a crucial period that reforming the old social security system and building the new one. So it is an important way that defining Chinese government's social security function reasonably to improve the development efficiency of the Chinese social security system. It is also an important premise to push the social security system reform smoothly that defining Chinese government's social security function reasonably. And it will even influence deeply the building of Chinese new social security system that defining Chinese government's social security function reasonably.There are four parts in the thesis, as follows. The first chapter is the literature review on the government's social security function. In this chapter, many studies on the government's social security function made by researchers home and abroad are summarized and illuminated. The second chapter is the theoretical basis of the study on the government's social security function. In this chapter, the writer provides the theoretical support at three different angles, such as the characters of the social security system, of the social security products and of the market economy to the opinion that the government plays a leading role in the modern social security system. The third chapter is the government's social security function and its advantages and disadvantages. In this chapter, the government's basic social security functions are generalize based on the comparison of the government's social security function among British, Germany and the United States. Then the writer analyzes the government's basic functions dialectically to find the advantages and disadvantages of the government's social security function in order to avoid the extra attention to the government's role in the social security system. The forth chapter is Chinese government's social security function. In this chapter, the writer discusses deeply the Chinese government's social security function based on the present condition of the Chinese social security system. In the whole, the latter three chapters of the thesis can be divided into two levels logically. One is the theory-discussing level, including the second and the third chapter. The other, the forth chapter is the theory-practicing level.The writer uses several research methods in the thesis, such as the method for literature and information, the method for comparison, the method for evolution, etc. In the concrete, the method for literature and information is used in the study on the theoretical basis of the government's social security function. And the method for comparison is used in the third chapter, the writer generalizes the government's basic social security function through comparing what the government has done in the social security field in British, Germany and the United States. At the same time, the method for evolution is used in evaluating objectively the present condition of Chinese social security system in order to provide a realistic basis to discuss the Chinese government's social security function.The social security is an important system to keep the social justice and to push the coordinated development of the society and economy. In the practice process of the social security system, public sources are distributed to all members in the society so that the public welfare will be increased. Therefore, the government should take the prime responsibility for the practice of the social security system. And the government becomes the most important obligating part in the social security system.
