This article takes for that the civil society is very important to the sculpt of the modern country, the surveillance and the restriction to the state power, to express citizen's beneficial request fully as well as the raise and the deepened democratic value culture, strengthen the social basis and advancement of the democracy.The second part of the article firstly introduced the civil society's development course in China, reveals that because of the unique history condition and cultural environment in China, although some associations which are similar to the civil society had appearance before the reform and open policy, but they are not civil societies in the true significance, the true civil society was initially appearance after the reform and open policy. Next, the article emphatically described the developmental situation of the Chinese civil society at present. At present, the Chinese development of the civil society already began to take shape, but it also had some problems. For example, the localization of the civil society's value extremely difficult in our country , it is obviously that the civil social organization tend to be administration, rank, attachment, and the interior relations of freedom and equal contractual relationship rule in civil society also very weak as well as in the aspect to folk organization's management, "the surplus in system "and "the deficiency in system " are simultaneously coexists and so on. After pointed out these questions, this article has analyzed the reason which had caused these questions, for example, the civil society had been operated by government , the quality in some civil social organization are not very high, the government lacked the strict standard to the civil social organizations in management, the lack with talented person and funds, all these are restricts and are puzzling the civil social organization's development.The third part emphatically discusses the way by which the Chinese civil society constructs. First, the article inspected some civil societies' development courses in western countries, hoping to learn from them and to explore our own way based on the tradition and the realistic resources in our country. Next, according to our concrete national condition, it proposed the new way to develop civil society in the new time of China, namely under the principle that the state power initiative participation, we should transform the function of the government to provide the political law environment, cultivates the mass organization positively to enhance the autonomous ability of the society, advance the construction of the civil culture in order to carry on the construct the civil society that suits the Chinese national condition.Finally, it believed that, it is not only necessary but also feasible to construct the civil society in China , but it also has its particularity to constructs a mature civil society in the situation of China at present. In brief, the duty is heavy and the path is far for us to construct a civil society that has Chinese characteristic.
