With China's socialist market economic development, the issue of credit has attracted all the attention. For a long time, the researches of credit were more concentrated in the commercial field, however neglected the government credit, which is the advocator and defender of the establishment of a social credit system. In the social credit system, the government credit is the foundation, and its status is a strong guiding role and model for the whole of society. To the establishment of a social credit system, the government credit is the key. As the government's own uniqueness, it is difficult to form an effective government oversight for a long time,. Further more, it is hard to establish a government credit system.As the exercise of public power, the government is in a strong position compared to other organizations and the public. Such inequalities in social status, information and other problems make it hard to establish credit relationships between the two sides of the credit - the government and the whole community, social organizations or individuals. Therefore, the structure of the building must be the transformation of government functions, building a service-oriented government, establish and improve the supervision/restraint mechanisms and the government credit incentive mechanism .To accelerate the process of open government information is also important.With the advent of the knowledge-based economy era, a new government management paradigm—electronic government came into being. Electronic government is essentially different from the traditional means of government. The inherent characteristics of e-government—flattened organizational structure, decentralization and seamless management is the channel of improving the credit. Therefore, E-government become a orientation of the government.
