With a view from the multinational corporations (MNCs), this article discusses a way to resolve the social issues arising from the global operation of MNCs by emphasizing corporate social responsibility (CSR), proposes an international legal regime of CSR of MNCs, and focuses on the new problems of the CSR of MNCs arising from the traditional international legal regime.By the clarification and history review of CSR, Chapter 1 figures out that CSR varies as the economic and social vicissitude. Nowadays, MNCs are the major target of CSR, because MNCs have caused some serious harmful impacts on the international society. Therefore, international society demands regulations on MNCs by CSR, At the mean time, MNCs start to implement CSR on the voluntary basis.Chapter 2 is about the actual international instruments of CSR of MNCs. International organizations make great efforts in the regulation of CSR of MNCs, and form a multi-level system of regulations. But these international instruments have defects in force, content, mode and so on. These defects also reflect a deep reason in the insufficient supply of international economic legal regime.Chapter 3 proposes new types of legislation, which could strengthen the power of"soft laws"of CSR of MNCs. Moreover, combining with global governance to form a multi-level regime would be a helpful way, under the situation of insufficient supply of international economic legal regime.
