There are five parts in this article:Exordium: From the viewpoint of the fact that to strengthen and perfect the institutionalization construction of cadre work has great practical and profound significance, this part discusses that strengthening of the institutionalization construction of cadre supervision work is the basis for public right to carry out effective supervision, and the demand for pushing forward the socialist construction of democracy and politics, and the effective measure to make up for the loophole which produces corruption, and an important link for constructing high-quality cadre troops and the demand for administration by law to increase working efficiency.Chapter I: The meanings of cadre supervision and the institutionalization of cadre supervision work. The definitions of cadre supervision and cadre supervision work are explained in this part. Cadre supervision is one of the important components of political supervision, which aims at standardizing the operation of cadre power and preventing corruption as well as guaranteeing the validity of cadre's behaviors. The institutionalization of cadre supervision work, studied in this article, means that when supervision subject supervises the supervision object, from the beginning to the end, the subject shall adopt the supervision mode and means and measures according to established policies or rules of law, to construct a working pattern which has laws to follow, and rules to abide by, and manages the powers, issues and people according to institutions. The supervision subject, supervision object, supervision content, supervision procedure, supervision mode and supervision means are integrated into one organic unity, and a relationship of interdependence, mutual restriction and interaction is formed, to exert daily avoid function, compulsory constraint function, prevention and protection function, rectification and punishment function, to standardize and constrain self behaviors.Chapter II: The basic content of institutionalization construction of cadre supervision and effects. In recent years, a series of basic, programmed and substantive cadre supervision institutions and supporting implementation rules, which greatly push forward the process of institutionalization, systemization and standardization of cadre supervision construction, have been established and perfected continuously by our Party, according to the main tasks in different periods of our country's reform development and economic construction. A comprehensive institutionalized supervision work pattern, which takes Working Regulations on Selection and Appointment of Party and Government Leading Cadres (hereinafter called Cadres Appointment Regulations for short), and Inner Party Supervision Regulations of CPC (interim), and Implementation Outline for Establishment and Perfection of Corruption Punishment and Prevention System by Education, Institution and Supervision as main line, has been formed preliminarily. Effects have been gained in four aspects: first, the construction of basic rules of law for cadre supervision institution has been strengthened gradually. Second, measures for daily supervision of cadres have been perfected continuously. Third, the supervision function of special organ becomes clearer. Fourth, joint-effort of cadre supervision has been strengthened gradually.Chapter III: Problems in institutionalization construction of cadre supervision work and analysis of reasons. Along with the development of situation and the demand of the age, many problems in institutionalization construction of cadre supervision have emerged, such as the systematization and integrality of institution is deficient, the pertinence and effectiveness is weak, the materiality and operability is low, the rigidity and authoritativeness limited, and the effect of institution is not obvious. Reasons may be caused by many factors, but the following aspects are the main ones: first, the power centralization effect is not fully exerted. Second, the supervision consciousness of subject and object is weak, for example, some leading cadres and especially the main ones believe that the correct exertion of power only depends on consciousness and self-discipline, supervision means nothing, and some others believe that leading cadres would be bound by supervision, which affects the reform development, etc. Third, the decision-making power of important matters is overcentralized. Fourth, it is eroded by unhealthy tendencies inside and outside the CPC. Fifth, the construction of mechanism is relatively slow compared with the development of situation. Chapter IV: Thought of CPC's three-generation leading cores on cadre supervision work. Thought of cadre supervision is one of the important components of the theoretical system of CPC's three-generation leading cores and the important theoretical basis for pushing forward the institutionalization of cadre supervision work. As the three-generation leading cores of our Party and State, Mao Zedong, Deng Xiaoping and Jiang Zemin, by combining the characteristics and demands of the age and mastering the situations at home and abroad and characters of the age, have made active explorations and practices in establishing and perfecting the supervision mechanism gradually, and carrying out anti-corruption struggles effectively, and accelerating the construction of Party conduct and incorrupt government. Meanwhile, a great many of penetrating discussions have been made ideologically and theoretically, and a large number of effective measures have been carried out. The historical perspective of the three-generation leading cores'thought concerning cadre supervision has extremely important significance for inheriting and carrying on the Mao Zedong Thought and Deng Xiaoping Theory, and for strengthening the institutionalization construction of cadre supervision work, and for effectively carrying out anti-corruption works. The problem aiming at establishing a power structure, in which the power of decision-making, the power of execution and the power of supervision shall be both mutually-restrictive and mutually-coordinated, put forward by the report of the 17th People's Congress of CPC, is the summarization of these important experiences and practical achievements of our Party in exploring power restriction and supervision mechanism since the reform and opening up, and the deepening of cognition in power structure and operational mechanism, which has great significance for standardizing power application and preventing corruption from the source as well as deepening the reform of political system in our country.Chapter V: The countermeasures for pushing forward the institutionalization construction of cadre supervision work. This article points out that three principles should be followed to advance the institutionalization of cadre supervision. The first principle is to open the operational mode of supervision. The second principle is that the operational procedure of supervision should be initiative. The third principle is that the supervision channels should be diversified. Measures for pushing forward the institutionalization construction of cadre supervision work are put forward by following the three principles for advancing the institutionalization of cadre supervision, which mainly means to establish six mechanisms gradually. The first is to establish the centralized-cooperation mechanism of cadre supervision work. The second is to establish the warning-precaution mechanism of cadre supervision work. The third is to establish the public-supervision mechanism of cadre supervision work. The fourth is to establish the mechanism of supervision by public opinion of cadre supervision work. The fifth is to establish the mechanism of daily investigation and supervision on cadre. The sixth is to establish rewards and punishment mechanism of cadre supervision institutions.In a word, the purpose of studying on the institutionalization of cadre supervision work is to constitute countermeasures, which adapt to the development of situation, and to establish scientific and effective supervision mechanism, and to construct strict supervision network, to guarantee that there are regulations for cadre supervision work to follow.
