Nowadays, China is in a period which economy and society are transforming. Following with the system's transformation, the NGOs' functions and position improve increasingly in the public business management. They are becoming the important bodies to accept a great deal of functions that the government transfers in the process of the government reformation. As the common bodies of the public business management, the NGOs and the government have common worth principle and complementary governmental functions, they are developing together in dependence with each other. The government reformation creates a political condition for the development of the NGOs and the development of the NGOs creates a social condition for the government reformation, so they have close interactive relation. How the interactive relation between the NGOs and the government develop can be advantageous to both parties' development and improvement of the public management effect is an important topic which needs to be studied in the public management realm.Seeing from the development of the relation between the NGOs and the government in China, the outstanding problem is that the NGOs' independence is weakened in the process of the interaction with the government. The NGOs are subjected to many restrictions of the government and lacking independent consciousness. The NGOs and the government are a kind of dependent relation that the bodies' position are not on an equal footing. The lack of the NGOs' independence makes their functions and advantages hard to develop effectively, also makes the government's work efficiency and the public management effect declined. This text tries to start from the reality of our country, discusses the realization of the NGOs' independence and puts forward a related suggestion which can assurance the government's valid management to the NGOs and make the NGOs healthy development.This text thinks that the NGOs' independence is a kind of right that the NGOs can decide their will and acts freely. The freedom here not only means the will freedom, but also includes the behavior freedom. On the behavior, the NGOs' independence performs the NGOs' autonomy, which namely the NGOs are the organizations which practice management by themselves, control activities by themselves and have an internal management procedure. In the relation with the government, the NGOs' independence performs that the NGOs are not organized by the government, which namely the NGOs appear as the folk form and have to separate from the government. Under the premise of the NGOs' independence, the NGOs and the government can have the positive interaction through various ways.This text thinks the present situation that the NGOs in China are depended on the government and brought into the government system is not the ultimate situation because there is the motive power which makes the NGO from dependence on the government to independence. The development and change of the macro environment is one of the motive power which makes the NGO gain independence, including economic environment, political environment, social environment etc. The government's consideration based on obtaining resources and declining cost and the strengthening of the NGOs' independent consciousness all bring certain motive power for the realization of the NGOs' independence. Under the pushing of the above-mentioned motive power, the NGOs and the government only start to build up a relation to trust each other mutually, make both parties' functions and responsibilities clear, the realization of the NGOs' independence then can have its prior condition. This text suggests that the government should develop its predominant function, it should value the NGOs from the idea and perfect related law to make the NGO's independence have a system guarantee. The NGOs also should strengthen their ability and keep their autonomy. Through the joint effort of the NGO and the government, the NGOs' independence can be carried out at last.Based on the NGO theories, the governance theory and the theory of the relation between nation and society, this text thinks as the important bodies of the public business management, the NGOs should have an equal position with the government and independence in the relation with government, so their functions of managing social can be developed. Combining the environment of the nation and the NGOs' development, this text discusses importantly the lack of the NGOs' independence, the motive power which makes the NGOs from dependence on government to independence and the realized path. According to the above-mentioned clue, the frame of this text is: the first part, introduction, introduces the textual research meaning and the relevant literatures. The second part, depended on the analysis of the governance theory and the theory of the relation between nation and society, puts forward the theoritical request of the NGOs' independence and explains the NGOs' independence. The third part, depended on the analysis of the present relation between the NGOs and the government, puts forward the realistic request of the NGOs' independence. The fourth part and the fifth part then discuss systematicly the motive power which makes the NGOs from dependence on government to independence and the realized path.
