Research On Status And Improvement Measures Of Leading Cardres In China

The leading cadre building—to make the leading cadre good at managing the Party and the nation with firm political ideology, is the key to strengthening the Party ruling ability, building up a well-off society completely and pushing forward the cause of socialism modernization. In the new era, with a view of the practice of building up a well-off society, the Party centre puts forward the scientific outlook of development and correct view on cadre achievements as the focus of the Party building. General Secretary of the Party, Hu Jingtao, stressed in the report of the 17th NPC the improvement of cadre measures system reflecting the scientific outlook of development and the correct view on cadre achievements, which is explicitly required by the realistic issue of leading cadre measures.Based on the practice of the leading cadre measures in Haining, Zhejiang, with the analytical method, chart measures, etc. this paper on the topic of leading cadre measures analyzes the problems and the reasons, meanwhile, puts forward the measures from four points of view—measures entity, measures standard, measures methods and measures results.According to the research, the main problems remained in the leading cadre measures system include: irrational measures entities, disunion measures standards, irrational measures contents, unscientific measures in terms of methods, time and process, lack of implementation of the measures results, etc. The thesis also puts forward the countermeasures of these problems, such as the improvement of the measures entities'qualities, exploration of new measures methods etc.
