The function needs reclassifying, which brings important theory and practical meanings. The paper analyzes the function transformation of villages and towns government with basic method of public management and execution using much analysis way, such as: theory analysis, comparison analysis, system analysis, example analysis and case analysis. The basic idea of function transformation is proposed, which gives a useful reference on economy, politics, culture and development of society.The paper has five part; the main ideas are described as follows:Chapter one summarizes the research object, background, basic concept, research method and the main idea of the paper. Chapter two simply describes the correlative method of the government function transformation—new public management and government manage idea. At the same time, the meanings of apocalypse and reference on villages and towns government with these methods are pointed out. Chapter three introduces the examples of the three experimental unit of country integration innovation in Zhejiang Province, which contains reclassification of the government function in Jiashan town and exploration of innovation on system of law executing in Beilun District and creating of convenient public service system in Kaihua town.
