The Study Of The Affects And Strategies Of The Village Clans On The Villagers' Autonomy

Since the 1980s,the villagers' autonomy started in the rural areas as a modern grass-roots democratic system, to accompany the implementation of the household contract responsibility system and the collapse of people's commune system. This system is a succession to the Marxist self-management as the core content of self-government ideology, striving to realize villagers' self-management, self-education and self-service on the basis of democratic election, democratic decision-making, democratic management and democratic supervision. In recent years, with the economic reform continued to deepen in the process of the reform and opening up, the villagers autonomy is having improved and perfected constantly from the form to the content and to the system or legal protection, but there are still a number of issues, such as: a mere formal democratic election, a lack of scientific on the democratic decision-making or democratic management, an inadequate democratic supervision, uncoordinated relations with the grass-roots political power, and the interrelated laws or systems can not be properly implemented, and so on.In the background of building a new socialist countryside and building a harmonious society, the research of the villagers autonomy which has the most profound mass base is increasingly prosperous, not only the domestic scholars but the foreign experts and relevant organizations are also increasingly interested in China's villagers autonomy. However, most scholars study it from the villagers autonomy systems own design and operation conditions, or from the relationship between the villages' self-government and township grass-roots political power. I think that in order to study the villagers autonomy must be based on the traditional Chinese rural society, based on the cultural background - the village clans' culture that the villagers autonomy impletmenting on. At the same time, the implementation of the villagers' autonomy and the restore of the village clans are the two phenomena since reform and opening up along with the household contract responsibility system. Since their attendant health, research on villagers' autonomy must not leave the village clans, they are a contradiction of the entity. This paper bases on the majority of the rural community that the villagers autonomy implements in, studying the affection that the village clans on the villagers autonomy from both positive and negative aspects, On the basis of in-depth analyzing the reasons, the countermeasures that stimulating the positive factors and eliminating the negative effects , and making a bold vision in order to facilitate the village clans to clear up(disappear from the final form to content, and then to the ideology),in the end.This paper is divided into four parts. The first part, the study of the relationship between the village clans and the villagers autonomy, introduced the basic content of the village clans and the villagers' autonomy, then explained some of the basic concepts, and further to the village clans and villagers autonomy which have a close relationship that not only opposite but unified. The second part, actual performances that village clans impact the villagers autonomy, generalized the influences that village clans on villagers' autonomy from the both of positive and negative aspects , then thoughted and demonstrated to the full range from the environment and various links of the villagers autonomy . In the third part, the analysis for the reasons of the village clans affecting the villagers autonomy, analyzed from the surface and deep-seated reasons. The underlying causes analyzed from the fundamental reason that village clans formation and the fundamental characteristics of it. The surface reason is external reason that stimulate the village Clans to produce the effect on the villagers autonomy. The fourth part, strengthening the guidance and control on the village clans, improve the villagers autonomy , on the basis of analysis of the reasons ,put forward the treatments that how to face up to the village clans and purfect the villagers autonomy for further, in other words , how to guide the village clans to improve the villagers autonomy and control the negative impact that the first to the second, in order to contribute to the digestion of the village clans, and purfect the villagers autonomy system.
