District Of Yiyang City Monitoring Problem Of Preventing Corruption

In the establishment of a sound system to punish and prevent corruption, focusing on the constraints of the supervision is the key.Reforming and improving the District of corruption and supervision is in urgent need to consolidate the party's ruling status, strengthen grass-roots party's work style and clean government and promot grass-roots democracy. It is one of the major issues that must be solved that the party and the government fight against corruption in depth under the new situation.This paper described the practice and policy basis of the construction of corruption counties supervision, combing the overview of the construction of supervision in China, and summed up the practice of discipline inspection system operating history. The paper analyzed the outstanding issues by using the basic law of public management theory on the power of supervision and control of the district of Yiyang city and county corruption supervision system.It found the reasons for the lack of such as inner-party supervision, discipline inspection system, monitoring and supervision mechanism and supervision team.This paper summarized and learned from the practices and the typical experience of the international monitoring system to fight against corruption, such as the creation of powerful specialized agencies, the sound system, the pilot of effective control and strict enforcement. On the basis of using the basis experiences and learning from international mature practices, this paper raised a programme of building a system of the district of corruption supervision system to control power that combine non-party supervision and inner-party supervision, top-down and bottom-up, power, authority level and mechanism, the system level.It also explored the specific ideas of reforming the system of supervision in the counties,improving the working mechanism, expanding channels of supervision, integrating the resources of supervision and strengthening supervision team.
