The government, of which the service efficiency has intimate relationships with the production efficiency of the whole society, is the central system, coordination system and control system of the whole society management. And with the development of society, developing the high performance office have become the important symbols of the society and the important action which is related to the economic advance and society advance. For our contrary, there is more important operation significance. However, in the world and also in our contrary, there is much difficulty in the developing of the high performance office and much problem in the research on the theory of performance management and performance evaluation. And so the case of developing high performance office is studied and the rule of it is concluded, which is very essential to the innovating administration systems both in theory and in practice.Five main parts are included in this paper. Firstly, the domestic and abroad development of the performance management, together with the construction of efficient capability of government bodies in our country, is summarized. And then the research background, research purpose and meaning, research methods and idea are given. Secondly, the correlative concept and theory about the high performance office is summarized. And the status and function of performance management in the construction of high performance office, together with the basic process of performance management, are given. And so the theory foundation of developing high performance office is given. Thirdly, the cases of high performance office construction in QingTao city are analyzed detailedly and systematically. And so the procession, the fruit, the experience and the problem about this case are given. In the fourth parts of this paper, the theory analysis has been done, as a result of which the connotation, the necessity and the influence factors are concluded. Finally, the conclusion and advice about high performance office are given.
