Discussion On The Government's Responsibility Of Ensuring Residence On The Market Of Real Estate

The real estate market of market-directed economic system will definitely affected by the market rules. With the deep development of socialist market economic system, the rapid growth of the commercialization of housing and the hastened progress of urbanization, the domestic market of real estate reaches an unprecedented hot extent with a sharp rise in price. In terms of the market rules, the raise of price results from the contradiction of supply and demand on the market. This contradiction in the fast-developing metropolis is much more obvious, which continually pulls the price of real estate to the peak; added with the regulating and controlling policy of earth squeeze during the current years, the price has started a new round of crazy raise because of dissatisfaction of demands. Facing the increasingly raise of the housing price, form 2003, the government continually makes policy to adjust and control the housing price. But as the matter stands, the government seems helpless to keep the price from rising up. To the underprivileged group, it is almost just a dream to have the own house. But"clothes, food, housing, transportation"is all basic necessities of daily life and the housing problem is much serious matter of living. As the leadership like parents, the government should neither totally disregard nor just adjust and control the housing price; according to the factual proof, the adjustment an control by government fails sometimes, so the government must take responsibility of ensuring the residence for people.In this paper, the responsibility of ensuring residence in the market of real estate means that, with the rapid growth of the commercialization of housing and the hastened progress of urbanization, government is responsible for carrying out appropriate measure to ensure residence for people. The higher income group is able to buy residence by their own economic capability, so the ensuring measure of government aims at the disadvantaged groups in the society, namely the economically weaker group with low income and middle income. At the beginning of this paper, it discusses the theoretical basis of government's responsibility of ensuring residence, then by the theory of comprehensive conclusion, it discusses the main mode of ensuring residence by the government, namely the mode of gradient ensuring, the mode of low-cost renting, the mode of housing corporative, the mode of accumulation fund, the mode of public residence supplied by government and the mode of subsidy by government; next, by the theory of comprehensive conclusion and comparative studies, it elaborates on choosing the mode of ensuring residence in our country and the existing problems; at last, by analyzing the current domestic situation and by combing the existing problem of the current domestic mode and the foreign experience, the author tables some proposal on perfecting the domestic mode of ensuring residence. Nothing but the perfect system can put all the ensuring modes into full play to ensuring residence on the market of real estate.
